[Scorecard] scorecard project still in coma

Jared Huffman's district manager, Jenny Calloway, went to work on  
resuscitating the scorecard project, but the patient is still  
moribund. She says there is no way to get the project onto the Budget  
Letter restart list until the next bond sale, and no one knows how  
many months it will take for California's economic condition to  
improve enough to support a bond sale. Some say it'll happen in the  
fall, but others, including Jenny, are less hopeful. Apparently it  
didn't get on the restart list because it wasn't urgent enough, or  
not construction enough.

They are paying our back invoices, which we already knew.

So we are stuck. Still.
