[Scorecard] tech report sections attached

Hi everybody,

Sorry to be late, but there turned out to be a lot of back and forth
between Alex & me.  We have made good progress.  Here are 2 documents,
one for Napa and one for Sonoma, which should have everything I had a
hand in.  Alex will be submitting his other material separately.

The Sonoma doc includes only the sections 

*	Index Recent Conditions 
*	Indicator Precip 
*	Indicator Annual Flow 

The Napa doc includes 

*	Index Recent Conditions 
*	Indicator Precip 
*	Indicator Annual Flow 
*	Indicator Dry Season Flow 
*	Index Storage 
*	Indicator Groundwater Storage 

There is also a spreadsheet file with the originals of the figures I
made in Excel, in case they need to be reformatted.
