[Scorecard] Tech Report writers

Dear writers,

When I emailed the table of writing assignments, below the table  
there was an instruction to complete the last section of the  
indicator write-up called "summary and recommendations." Well, I  
erred. In the outline you are working from, there is no such section  
listed for individual indicators. BUT THERE SHOULD BE. So please add  
a short paragraph at the end of each indicator write-up called  
"summary and recommendations", and write it in less technical  
language than the rest of the indicator write-up. This paragraph will  
be our start toward the Scorecard Report, a much shorter executive  
summary-style document for general audiences.

In addition to a "summary and recommendations" section for each  
indicator, Peter is to take the lead on writing section 6, which is a  
summary and recommendations for the whole project.
