[Scorecard] Scorecard project web page and listserv

Hello All,

I've made us a simple page for keeping our project materials  
together- see http://sfbacc/hosted-groups/scorecard. We now also have  
a listserv, which has the advantage of archiving our communications  
and putting a prefix on all the subject headings.

More soon as I catch up on the nice work Rainer has submitted!
